Business Unit Regular Full-Time Deadline: June 17, 2025, Ontario Securities Commission (OSC) is a statutory body for regulating the capital markets in Ontario in accordance with the duties established in the provincial securities and commodity futures laws. The OSC mission is to provide protection to investors from unfair, inappropriate or fraudulent practices, foster fair, efficient, competitive capital markets and trust in capital markets, promote capital formation, and contribute to the stability of the financial system and reduce systemic risk. This mission is carried out through policy, operational and enforcement activities. OSC also contributes to the development of securities regulations both domestically and globally. Summary Advanced Crypto and Open Source Intelligence (COSINT) specialists are responsible for providing surveillance, information gathering and intelligence leadership from blockchain, deep/dark web, social media, forums and other areas of interest to assist the enforcement department of OSC. Senior COSINT specialists lead the implementation and use of blockchain analytics tools to identify and track transactions and activities across public ledgers, identify potential violations of Ontario Securities Act, and track open source, web-based tools and techniques to implement monitoring or monitoring of parties identified by enforcement. Senior COSINT Specialists also provide regular direction and coaching to other members of the CoSINT team, developing excellent practices and effective strategies for related intelligence, information gathering and disruptive activities. Senior COSINT specialists are expected to provide recommendations to management and larger teams to optimize existing technical tools and identify cost-effective monitoring strategies. This position is an important support function for further development of the COSINT strategy, practice and support for the executive branch. Key Duties and Responsibilities Crypto and Blockchain Transactions use blockchain tools to track cryptocurrency transactions across public ledgers to identify illegal activities and support existing investigations. Continuously monitor and evaluate new cryptographic technologies to identify potential applications in your enforcement strategy. Stay ahead of evolving best practices in blockchain forensics. It helps to develop and create recommendations for best practice management for enforcement cryptographic functions and document and update them as technology needs continue to evolve. Correlate transaction data with information derived from OSINT to link wallets to their actual identity or illegal networks. Coordinating with other teams to support the assessment and investigation of cryptocurrency-based fraud, including fraud by using blockchain data and smart contracts to identify suspicious patterns. Use Cosint to lead efforts to gather evidence from public sources (such as cryptographic platforms, forums, social media, and more for further evaluation and investigation. We produce detailed reports that combine cryptographic analysis with OSINT insights to notify and support departmental efforts to identify illegal activities and take appropriate enforcement actions. Web surveillance responsible for reviewing and developing recommendations for monitoring practices, focusing on optimizing OSINT work in both early identification of potential threats and providing support information/reports as part of assessment and investigation. Web surveillance subject experts to identify possible activities for early disruption. Provide daily direction and coaching to younger employees with approaches and best practices. Identify and apply monitoring agent measurements in deep and dark web spaces to detect early signs of creepy behavior. Leading in identifying and providing management recommendations for modernizing technology integration within the practice of the executive branch. Business Unit Project Leads establish and implement proactive strategies and work with other teams to identify and address issues. Prepare survey results and reports for management and other stakeholders. Performs web capture reads and web capture functions. If necessary, you are responsible for updating as needed, including following standardized processes, including identifying and establishing standard operating procedures and best practices. You are responsible for identifying and implementing new technologies and strategies to enhance web capture practices and to provide recommendations to administrators. Investigate the web presence of proposed whistleblower webs to further verify reliability and prevent poor media exposure/partnership damage. Decide on your strategy to create a historical capture of your website (Wayback Machine) to capture previous messaging that may be relevant to your investigation. Subject experts supporting the investigation will carry out early detection in cryptographic activity (Pre-ICO) and cannabis development (if relevant). Take advantage of more web scrape tools built by the Analytics team. Act as a business partner for the assessment and research team by responding to requests and needs as pertaining to OSINT-Analytics. Provide support to the case evaluation team by diagnosing where specific web traffic and web chats are generated. Provide instructions to other COSINT specialists to best identify progress paths and better understand that the coach research team is deployed to find out more about the practices deployed. To support increased integration into normal operations, Cosint Practices’ Skills Research Team is responsible for designing and implementing department-wide training plans. Relationship Management works with greater intelligence, analysis, research teams, and other teams in enforcement to identify opportunities for technology use, make management recommendations, and develop common Cosint best practices to achieve business goals by gaining efficiencies in assessment, research, disruption, and ensuring effectiveness in enforcement operations. Provides technology advice within the enforcement as needed in technology and business processes. Ensure that project outcomes and delivery expectations are effectively met and the support and training needed to support the groups and users is provided. A degree in computer science or other STEM (science, technology, engineering, or mathematics) in qualification-related fields or equivalent experience. A comparable combination of education and vocational training/experience, which is a related master’s degree or asset. Proven experience in tracking and analyzing blockchain transactions and activities. Law enforcement work experience, leading financial, accounting, and/or consulting companies will acquire assets. Minimum of 10 years of related experience supporting intelligence analysis and production programs and operations. Advanced knowledge of the principles, methods, processes and applicable regulations involved in intelligence analysis. A minimum of 10 years of technical expertise in infrastructure technology is knowledge of technology operations, industry trends, and current practices and standards related to evolving technology. Knowledge in cryptographic technology, including related certifications, is an asset including, but not limited to, Certified Information Security Manager (CISM), Certified Information Security Systems Professional (CISSP), and GIAC Security Essential Certification (GSEC). Information Services Certification Completion Assets include, but are not limited to, ITIL (Information Technology Infrastructure Library), CompTIA (IT Industry Association), CISSP (Certified Information Systems Security Professional), and CISA (Certified Information Systems Auditor). He demonstrated his ability to lead/coach and coach more junior staff by providing regular, clear direction and constructive feedback. A strong understanding of securities-related issues, cryptocurrency, blockchain, crypto trading platforms, and current social media. The excellent team-based skills required to demonstrate the outstanding mindset of cooperation, coaches, mentors, inspiration, and teams and other OSC individuals. Powerful project management, analysis, problem solving and decision-making skills assess alternatives and provide recommendations for business problems. The ability to express complex technical concepts in business terms. They are voluntary and proactive in both workload management and professional development.
